Mission
Parace Bionics, LLC is a New York based medical technology (MedTech) company that is on a mission to create innovative MedTech solutions to address a group of diseases that claim the lives of millions of people worldwide and afflict numerous. We strive to invent and deliver affordable, life-saving medical technologies, to meet the needs of people requiring healthcare, all over the world.
Vision
The 1958 Nobel Prize laureate, Joshua Lederberg stated that “the single biggest threat to man’s continued dominance on this planet is the virus.” This fact is undeniable with the emergence of the Covid-19 virus, which continues to disrupt the way of life for billions of people…
We envision a world free of diseases, particularly in developing countries. We envision a world whereby every child and person will be able to see a doctor, nurse or PA, to receive preventative medical care and treatments, thereby preserving lives. We envision a world whereby our state -of- the -art technologies, like the EKOSCOPE ® will be utilized on the frontline, to assess and diagnose early signs of heart and lung diseases in the most expedient manner. Our vision is to help make the world a better place, one country at a time.
Motivation
The adage, “Necessity is the mother of invention”, ascribed to the Greek philosopher Plato, is a mantra that motivates us. We are driven to invent because cardiovascular disease, diabetes, kidney disease and the complications associated with aging continue to be leading causes of morbidity and mortality around the world. Unlike technological breakthroughs that have allowed mankind to enter the realms of outer space, medical technologies and innovations have lagged behind in our biological inner space. We are therefore motivated to make technical advances where others have overlooked or deprioritized. Though our present focus is on cardiovascular and circulatory system, we are motivated to address other diseases such as oncological and hematological conditions.
History
Parace Bionics’ name is derived from “Par” – reaching a standard, and “Ace” – to excel above a standard. Parace therefore means to strive for excellence & exceed our own benchmark. It’s a simple ethos that guides the company’s culture and endeavors.
The company’s history dates back to 2004, with the filing of its first patent, by a body of clinical/medical professionals, who possessed the foresight to set out on a quest to invent and patent innovative technologies, curtailed to meet the needs of people who are suffering from cardiovascular diseases and other chronic life threatening and debilitating chronic conditions, particularly in the developing world.
After more than a decade of research & collaboration with STEM universities in the United States & in house development, the company has made great strides in developing game changing technologies/patents, such as an optical device that uses the visible spectrum of light to non-invasively quantify mmol of blood sugar level in vivo; the development of a PPE apparatus that uses optical means to purify ambient air to achieve 100% virus free levels; and a granted United States Patent on April 2nd, 2024, which addresses poor sanitation in the developing world – inspired by the Bill & Melinda Gates Foundation: Re-invent the Toilet Challenge.
The company is known globally for the development of its flagship diagnostic, the EKOSCOPE ®, a registered trademark device in North America and Europe; FDA approved and [Special 510 K] Pending, which has inspired others to emulate in name and form. The Ekoscope technology is designed to aid in the diagnosis of cardiac arrhythmias, pulmonary and their associated disease states, by digitally processing & displaying heart sounds and ECG data within seconds, without the use of an umbilical accessory device. EKOSCOPE ® is intended to be the ONLY diagnostic tool that clinicians will need to perform physical assessment at point of care.
The company has been granted four (4) U.S. patents in 2021 and has received more than a dozen patents to date. The company also has several registered & pending trademarks in USA, Europe and Asia.

President & CEO
The company’s President & CEO is Carolyn Whatley, MD, MPH, SHM; a Harvard Medical School and Public Health graduate; a clinical assistant professor; an internist with more than 15 years of experience as a transformational physician leader/medical director.
Dr. Whatley is an active member of the American Medical Association and American College of Physician Executives.
As a frontline leader, Dr. Whatley oversaw the care, wellbeing and management of dozens of healthcare workers, and orchestrated the treatment and management of numerous cases of Covid-19 afflicted patients.
Dr. Whatley brings her knowledge and experience as a tried & tested physician leader to the Parace Bionics company, to guide a team of innovators and doers, to meet the demands of a challenging world where basic healthcare is not a given or a privilege for all.
Exec. V.P. & COO
Mr. V. B. Carter, Physician Associate (Van Carter) is a board certified clinician & graduate of Long Island University, with over twenty years of diverse clinical experience in the ER, Surgery and Internal Medicine departments. Van Carter now oversees the day to day operation of Parace Bionics with a focus on developing game changing technologies by leveraging his management and clinical skills, acquired over two decades.
On the frontline of medicine, particularly during the 2019 pandemic, Van Carter has gained first hand knowledge & experience of performing clinical assessment on patients with cardiopulmonary ailments. In this setting of treating hundreds of people with Covid-19 infections, he was inspired to invent a new type of re-usable respirator that has numerous benefits over existing N95 masks.
Very early in his career, Van Carter realized the archaic nature of the stethoscope and filed his first patent application for a revolutionary stethoscope in 2003, branded as EKOSCOPE (R) by the year 2009.
To date, Van Carter has invented more than a dozen innovative products and spearheads the R&D initiative of Parace Bionics & the global community, by contending for a USPTO: Patent For Humanity Award by the year 2025.
Through an initiative by The Bill & Melinda Gates Foundation, WaSH (Water, Sanitation & Hygiene) call for a sanitation revolution, Van Carter has also answered to this noble cause, and has invented a novel (patented) sanitation technology, that is in harmony with nature; one that can save millions of children’s lives around the world and transform the lives of billions of people.
Vice-Pres. & CBO
Joanne Loo, BSN, NP, is a graduate of New York University (NYU).
She is the global Chief Business Officer with clinical experience in cardiac telemetry, women’s health oncology, OB/GYN, geriatric care, with hands on application; clinical knowledge and experience with utilizing medical technologies in ambulatory and inpatient setting. Joanne has held position of Unit-based council chairperson at a Tier 1 hospital.
Prior to earning her healthcare degrees, Joanne worked in business management and managing real estate and retail businesses worth tens of millions.
She has made numerous appearances on television (ABC, NBC, Megan Kelly Show & TODAY show) marketing & promoting various designer brands.
Joanne was an invited speaker on the 3rd Nursing World Conference in Rome, Italy 2018, and 4th Nursing World Conference in London, the UK in 2019.
Joanne has traveled extensively on business or humanitarian missions throughout Asia, Middle East, Australia, Europe & South America. She speaks and writes in both English & Mandarin.
SVP & Chief Compliance Officer
Mr. Fernand A. De Los Reyes, RN, MSc., is SVP & Chief Regulatory Compliance Officer, with an accomplished track record collaborating with USFDA. Mr. De Los Reyes earned a Master of Science in Nursing Degree from the Hunter-Bellevue School of Nursing at the City University of New York (CUNY) with a specialty in Community and Public Health. His Bachelor of Science Degree in Nursing was earned from the Dominican College of Blauvelt, NY. Previously, Mr. De Los Reyes earned a Master of Arts in International Relations from the International University of Japan (IUJ) and a Bachelor of Science in Agricultural Economics (cum laude) from the University of the Philippines at Los Banos. He also attended the University of Tokyo as a graduate research student with a Monbukagakusho scholarship from the Japan Ministry of Education, Culture, Sports, Science and Technology. His work history includes clinical experience in both acute and sub-acute care settings, banking and technology media coverage for a Japanese media firm. Mr. De Los Reyes also teaches nursing courses in New Jersey. Mr. Reyes is fluent in three languages.

Mr. Gilbert Matibag, Esq., SVP., is a former Philippine Assistant Provincial Prosecutor and a former District Public Attorney. He holds a Bachelor of Law degree from San Sebastian College Recoletos & Bachelor of Arts, Major in Philosophy from the Pontifical University of Santo Tomas. Mr. Matibag is the global Director of IP portfolio, Marketing and Licensing.
